Did you line the forks up when you put the front wheel back on?
I tighten the axle bolt, spin the wheel and grab the brake a few times to line up the brake side then tighten the pinch bolts on the brake side, then grab the front brake and bounce the bike up and down/rock it back and forth a few times to line up the other side then tighten it up. If this alinement is way off the forks will hardly move.
Did you try compressing the fork you put the seal in before it was put back on the bike? Its possible some things not right in there and binding up.
Air building up in the forks will just make them a touch stiffer not cause them not to move at all, this has nothing to do with your new bleeder screws.
