EXUP Valve Default Open?

I have removed all the EXUP servo and linkage and installed Steves electronics mod.

Am I correct in ASSUMING that the stock springs keep the valve in FULL OPEN position by default?

OR do I need to wire it against the spring to get FULL OPEN?

It is normally sprung in the open position.
