You can adjust the light beam if you think it's pointing too high or too low.
There are two screw on the front of headlight fairing for adjustment.
Post a picture of the "custom" turn signal and headlight combination.
It's quite possible the previous owner has monkeyed with the positioning of the headlight.
More than a few people have switched headlights on their bikes and loved the upgrade.
So yes - the light is kinda weak relative to some other modes of transportation, but it shouldn't be as horrible as you make it sound.

I've seen bicycle headlights way brighter than this.
I did adjust the light down until I ran out of screw. This helped with seeing the light on the ground but not much of an inprovment.
When the low beam is on, the light is dim and pointed where I think the high beam should be pointed.
And when the high beam is on, the light is brighter but pointed down where the low beam should be.
I know this makes no sence.
