 Rear brake light switch question

For the rear brake light switch, when you pull the rubber cover off of it, should the two wires be flat across the top so they're almost touching each other and almost touching the metal rod inside that goes up and down, or should the two wires be raised so they can in no way touch each other or the metal rod inside??
