Sloppy side stand

I have always noticed that the side stand has a lot of play in it. The bike has 15k miles on it but this has always been true since it was new. I took it all apart to fit a new side stand footer and clean everything up, repaint, etc. In the steel frame bracket is a steel bushing that fits tight in its mounting holes but the pivot bolt is very loose within that bushing. Is this common?
