Safari tank installation help needed !

Hi,
What is purpose of this ?
Installation manual point 3.
”Fit up the relief valve baffle and cable tie it down into position.”

Why this needs to be done ?
In packet was short piece of tubing is that something to do with this ?

Any pictures anyone ?

The tubing, as I understand, is for the fuel cap vent.

I'm guessing with the baffle, but I think it's to direct the fuel discharge to the "valley" at the base of the pump assembly so it can be drawn back into the pump.
