Is there any way to remove that stock rubber ring on the 08's? Burn it off/Cut it off?

Just replace. Sprockets are cheap.

I had the same exact thing happen to me last year. It had nothing to do with the slack. It was all about having a properly lubed chain. The minute I lubed it up, all of the rear wheel hop stopped. When I purchased my bike last year, it only had 800 miles on it. i'm not sure the previous owner ever cleaned or lubed the chain. I usually do it every 300 miles.
