That's a reasonable price for a WRR in such an apparently good condition.
You pretty much only need wheels to convert the WRR into a WRX; Warp 9 still makes such wheels for the WRR, and they're about $1,000 for the pair. Technically speaking the WRX also has a different brake master cylinder, but you can try it with what you have and see if you're satisfied with the braking power. You will also need to trim the fork covers to clear the front tyre, or buy the WRX-specific fork covers, which are still available from Yamaha.
