If it's got a carburetor, it ain't no WR-250R, which is fuel injected.
If it's a 2003 WR-250F, by chance, then it would be called a WR-250FR on the cover of the Owner's Service Manual and on the parts catalogue.
I've only read positive things from guys riding WR-250Fs with the 290cc big bore kit, so, especially if it took a place 2 months to install the parts (that's an afternoon project in somebody's garage), I think it ain't right somewhere, as you suspect.
